Land expropriation and development refers to the comprehensive development and construction activities of a certain range of land organized by local people's governments at or above the county level in the concentrated construction areas within the urban development boundaries determined by the territorial spatial plan。The county (city or district) governments shall, by drawing up plans for land expropriation and development, determine the specific contents and related matters of land expropriation and carry out the examination and approval of land expropriation after approval according to law。
1. Purpose of preparation
The preparation of land expropriation development plan is the premise and foundation of land expropriation within the urban development boundary,It is an important measure to coordinate the implementation of the "Land Management Law" to narrow the scope of land acquisition and ensure the demand for development land,The autonomy of people's governments below the provincial level in land use has been strengthened,We will further strengthen the protection of farmers' interests and the protection of natural resources,Solve the problem of difficult project land acquisition,We will better support high-quality economic and social development。Whether the land expropriation plan is standardized and scientific directly affects the legitimacy of land expropriation, urban construction and development, and the rights and interests of the masses。
2. Principles of preparation
We will adhere to the new concept of development, put the people as the center, pay attention to planning and guidance, protect cultivated land, safeguard the legitimate rights and interests of farmers, conserve and intensive land use, protect the ecological environment, and promote sustainable local economic and social development。Adhere to the principle of "activating the stock, making good use of the increment, and strictly controlling the total amount", rationally determine the scope of land expropriation and development, and scientifically formulate land expropriation and development plans。

4. Establishment requirements
The people's governments at or above the county level shall comply with the relevant requirements of the Implementation Rules of the Standards for Land Expropriation and Development in Shanxi Province (Trial Implementation) and these Guidelines,Organize relevant departments,According to the national economic and social development planning, territorial space planning, "three lines, one single" ecological environment control zoning implementation plan,To formulate plans for land expropriation and development,Do a good job of connecting with the annual plan of land use。
People's governments at or above the county level shall solicit opinions extensively after the preparation of plans for land expropriation and development。The plan shall fully listen to the opinions of deputies to the People's Congress, members of the CPPCC, the public and relevant experts and scholars, fully solicit the opinions of rural collective economic organizations and villagers in the development area, and obtain the approval of more than two-thirds of the members of the villagers' meeting of the collective economic organizations or more than two-thirds of the villagers' representatives。
5. Basic situation of the land expropriation development adjustment plan in 2023 in Houma City
